Prioritizes data center electricity interconnection requests for data centers that offset electricity demand with load flexibility agreements, mitigate air and noise pollution (including carbon emissions) and provide prevailing wage jobs. Requires certain utilities to adopt cost-covering tariffs for data centers, and States to consider data center rate classes to ensure cost covering; grants and technical assistance provided for the same. Establishes load / grid interconnection forecasting program. Requires reporting of data center load interconnection requests.
