Summary:

Requires facilities using more 30+MW of electricity to obtain certificates from Public Service Commission. Application to include: impact on transmission, infrastructure upgrades, electricity generation, demand, back-up power, lifespan, impacts on rates and grid. Commission may require financial assurance for transmission costs and commitments for extra power generation. Considerations for approving applications include: capacity of grid; impacts on grid, other customers, ratepayers, economy, greenhouse gas targets, new renewable energy projects, and public health and safety; and disposition of operator.
