Requires data center developers make disclosures, to public and elected officials at least 180 days before preliminary site plan consideration, including: estimated public resources needed (including tax incentives and costs) and environmental impact analysis by independent third party. Ongoing engagement with local media also required. NDAs limited to narrow uses and prohibited when concealing use of public resources.
