Summary:
Utilities required to create tariffs for large energy use customers (like data centers) to protect other customers from risks and costs due to the large use customers. Must include 10 yr minimum contracts, collateral and exit fees. Large use customers required to publicly report energy and water use and efficiency measures prior to approval and every three years. Annual reports to dept of ecology on water use and discharges; cooling systems; energy consumption; and emissions. Directs resource forecasting study for electricity interconnection and requires adherence to recommendations. Requires new facilities to use 80% renewable energy usage by 2031; 100% by 2046. For self-generation projects, labor and wage requirements to be met. Creates tax breaks for data centers meeting jobs, wages, environmental and efficiency requirements.
