Summary:

Creates office in Dept. of Environmental Services to oversee data center permiting; develop best practices in consultation with advisory cttee of industry, govt reps, and activists; establish electricty and water efficency standards. Larger data centers to require environmental protection and infrastructure adequacy review. Siting on industrial parks and brownfield sites generally approved; tax incentives offered for data centers on brownfield sites. Public Service Commission to incentivise electricity efficiency and set rates to protect other customers. Larger data center operators must submit decommissioning plans and are responsible for clean-up on ceasing oeprations. Local govt can impose zoning requirements but not higher efficency standards. Noise, vibration, and light mitigations required. Some environmental data to be made public.
