Establlishes moratorium on certain data centers until November 2029. Corporation Commission to report by same date on impacts from such data centers, including: water supply, utility rates, property values, grid, environment. Also to report on ideal siting for data centers and component sourcing w/r/t privacy and security. (HB 1301, SD)

Requires electric utilities to ensure that data centers pay for the full cost providing service to them and that rates for other customers do not rise as a result of data centers. Data on energy use and practices by each data center to be reported and made public. Utilities to publicly report their work to support data centers and associated costs. Data centers to bear costs of decommssioning.
