Summary:
Requires electric utilities to develop contract and other terms to ensure data centers cover all costs due to them, including by: minimum contract terms and billing requirements, termination requirements and collateral. Contract subject to Public Service Commission approval. Data centers required to report water usage to Department of Environmental Services monthly, and anticipated usage prior to commencing operations. Data centers required to file decommissioning plans and financial assurance for costs. Ends certain tax breaks for data centers; makes one contingent on fee-in-lieu agreement.
