Resolution to authorize the introduction of a nonappropriation bill to amend the requirements for a digital asset mining business and amend the authority of a local government with respect to a digital asset mining business. (HR 1013, AR)

Requires crypto mining and blockchain operators to pay all applicable taxes and fees and to not cause stress on water systems. Permits local authorities: to regulate crypto mining for noise; to impose different regulations than for other data centers; and to require permits. Permits Public Service Commission to establish rates specially for crypto mining. (Preliminary authorization bill for fiscal session.)
