Requires certain data centers to get permits from Department of Conservation and Energy based on ability of locale to provide sufficient water, also considering e impact on public health, safety, and welfare and water efficiency measures. Public hearing also required. Data centers to report quarterly on water usage, sources, and effectiveness metrics; data to be made public. Public hearing also required for other data center permits.
