Commission to set standards for load flexibility agreements that minimize needs for utility generation and transmission expenditure. Pubic utilities to implement tariffs to ensure data center cost covering. States required to consider rate class for data center, including potential requirements for: minimum charges and contract lengths, charging for study costs, load ramp periods, fees to support utility construction costs and new zero emission technologies.
