California Technology Innovation and Ratepayer Protection Act (SB-886, CA)

Directs Public Utilities Commission to establish tariffs or adopt rules to prevent stranded costs and ensure costs are not shifted to other customers. Directs the creation of an interconnection tariff for data centers to ensure cost covering, including though an early termination fee for ending service within ten years. Directs the creation of a demand response program that supports load shifting, reliability, resource adequacy, and greenhouse gas emission reduction objectives.
