Prohibits granting incentives for new data center construction or operation. Prohibits construction of data centers on prime farmland unless voluntarily sold and authorized by county board. Prohibits approval, permitting, and utility interconnecting with new data centers until demonstrated that its electric load will not result in increased electricity rates for other customers. Requires enforceable assurances sufficient to fully protect ratepayers.
