Summary:

Prohibits electrical utilities from charging residents for increased costs caused by data centers, including if it reduces or eliminates its consumption. Prohibits state from limiting local authorities ability to regulate or prohibit data centers. Requires new data centers to report projected water usage, obtain determination of availability from utility, and not exceed usage limits established by the Board of Water Management. Board to make usage data publicly available.
