Requires Public Service Commission to review and evaluate load forecasts submitted by electric distribution companies to PJM and authorizes access to any confidential agreements necessary for this. To ensure that only projects with a high likelihood of being developed are included, Commission to consider financial commitments provided by interconnecting customers to project development.
