Summary:
Prohibits public agencies from entering into NDAs regarding data centers beyond what is authorized by state law. Requires public disclosure of information with data center-related approvals, including financial incentives and public investments in infrastructure, electricity and water usage, and environmental mitigation commitments. Prohibits NDAs from restricting local public officials in discussing data center impacts or public participation in legally required hearings or proceedings.
