Summary:
Restricts siting of certain data centers and empowers local authorities to issue further restrictions. Requires noise abatement, permits (taking into account water issues) and public hearings for the same. Prohibits utilities from subsidizing costs relating to these data centers with fees on other customers and from serving large-load customers that are controlled by foreign
countries of concern. Prohibits government agencies (broadly defined) from entering into NDAs with data centers.
