Summary:
Imposes a moratorium on construction or upgrading of new AI data center projects until Congress passes comprehensive AI legislation including: ensuring federal safety review and approval of AI products and protection against negative economic and environmental impacts; giving impacted communities power to approve or reject data center construction; prohibiting government subsidy; labor requirements. Directs Secretary of Energy to report quarterly and publicly on each AI data center, including: finances, water and energy usage, wastewater and emissions, chemicals, noise, wages and benefits, jobs, and agreements.
