Data Center Siting Act (S 0902, SC)

Establishes approval process for data centers to begin operations, requires submission of information to the Public Service Commission, including, compliance with new regulations on: power and water efficiency, infrastructure adequacy, decommissioning plans, noise, vibration and light pollution. Process includes public hearing and multiple department sign-offs. Tiered requirements for approval by data size; largest requires highest degree of scrutiny and consideration of more factors. New efficiency standards to be established. Data centers to report resource usage annually. Commission to ensure utilities establish data center tariffs and data centers cover costs nad submit financial assurances. Local governments to retain control over zoning.
