Summary:
Requires large data centers to submit disclosure report to multiple agencies before applying for any incentive or approval. Report to include explanation of need and siting, projected electricity and water usage and sources, emissions, cooling systems, noise, post-construction jobs. Department of the Environment to publish reports publicly. Local jurisdictions of a certain size to adopt plan regarding large data centers so as to: protect environment, community, transparency, local economic benefit, public health and ratepayers; zoning regulations required to implement plan; plan to be submitted to Department of Planning to be published publicly.
