Summary:
Directs electric utilities to create voluntary demand flexibility programs for high energy demand customers. Program considerations should account for emissions, environmental and public health impacts, and exclude using carbon-emitting generation resources to meet flexibility demand. Any program participation incentives may not result in cost shifting to other customers. Dominant utilities to report program status to Corporation Commission every three years.
