Summary:
Requires public power suppliers to establish standards for interconnecting large load customers including: disclosures about pursuing alternate power sources and backup generation capacity, a study fee for suppliers to develop capacity expansion plans, and financial commitment requirements for infrastructure improvements. Suppliers authorized to establish rates that ensure cost covering and mitigate risks to other customers. Suppliers to develop flexibility plans for large load customers in event of power shortages, etc.
