Summary:
Requires data centers on agricultural land to file decommissioning plan to return land to prior state with Energy and Environment Cabinet prior to commencing operations the data center and provide financial assurance to guarantee decommissioning requirements. Requires data centers qualifying for tax incentive to engage with local government regarding energy and water use efficiency.
