Directs commerce commission to create a distinct classification for large energy use facilities; only adopt / approve tariffs that ensure cost covering; and consider risks to other customers and the public interest. Contracts between large energy use facilities and utilities must be for at last 10 years, accounts for same criteria as above, and include minimum required payments.
