AN ACT to amend the environmental conservation law, in relation to imposing a moratorium on data center permit issuance; and to amend the public service law, in relation to data center rate impacts (S9144, NY)

Imposes a moratorium on issuing new siting, construction, or commencement of operations permits for data centers. Directs preparation of an environmental impact statement on data center development, including: regulatory / legislative recommendations, energy, water and land use assessment, impact on rates and grid, pollution and electronic waste.
