Requires any rezoning or similar application for a data center to include a site assessment regarding noise, water and agricultural resources, parks, historic sites, and forestland. Unless specific conditions are met, land use application for data centers should only be approved for industrial zones. Electrical utility to also submit assessment of infrastructure needs for applicant.
