Requires data centers to complete environmenal impact reports and meet certain requirements before approval, including: paying costs for electrical needs, not increasing fossil fuel consumption, onsite electrical storage, zero-carbon on-site generation, water efficient operation, zero-carbon energy within five years, community benefits program, project labor agreement.
