Summary:
Requires Public Service Commission to ensure utility costs for large data centers are not borne by other customers. Renewable energy facilities that primarily serve the load of a new large data center to be located on-site. New large data centers must use closed-loop water cooling. Water use must be reported annually. New large data centers must file insurance bond to cover site restoration if project is not completed.
