Summary:

Prohibits private, State-regulated electric utilities from recovering any costs resulting from data centers from residential and small business customers. Requires State regulatory agencies,, in order to receive some Federal funding, to certify that (1) residential and small business customers are not covering any grid upgrades due to data centers and (2) that data centers that represented in permit applications that residential and small business electric bills would decrease report are being required to report annually on actual savings.
