Summary:

Requires data center companies to pay their costs for building electricity infrastructure and connection. Requires hyper-scale data centers to construct electricity generation facilities or restart dormant facilities to cover baseload. Requires public electric utilities to enter into long-term power purchase agreements for the benefit of their customers (so as to enable fair competition with data centers). Utilities to cooperate with data centers regarding interconnection etc. without allowing subsidization by other ratepayer classes.
